Elements of the following discussion were classified by Hope into the following 3 categories:
Need to plan for the need for warmth and vulnerability amongst utilities. Neighborhood residents will be looking for facilities with heat and will break down the doors to get into them if necessary. We need to inventory the best insulated large buildings, both public and private, and determine how they can provide independent heating systems. (Paul G.).
If some are prepared and some are not, then those who are not will take from those who are - lawlessness. (Ed L.)
Gathering places are needed, so that those who are secure in their homes will not be disturbed by those who are not. (Suzanne W.)
The main problem with Y2K may be the widespread nature of the problem. (Bill D.)
A great priority should be to stockpile food. We will have a preview in New York next April (beginning of NYS fiscal year). This will give us some time to further prepare. We also need to seek our peace with God over this regarding how we respond to some of the difficult things that we may experience. (Gene K.).
Balancing of love and fear is necessary. (Bill D.)
This is the beginning of a propaganda or promotional campaign on a certain level, to help make people want to become responsible for themselves and others. (Hope)
The media needs to be involved in informing how people can prepare. (Suzanne W.)
The mainstream media is in denial over Y2K. (Gene K.)
The information will flow from the grassroots level up. Churches, administrators, and gathering places are a very important part of this. Information without hysterics is needed. (Hope)
Money will be frozen in position when bills aren't sent out in time. Sanitation: need to stockpile toilet paper and set up alternate facilities. (Khafia)
Most sewer systems, etc. don't care what year it is, as these aspects were left out of original code. Billing systems will be effected. Electric power systems don't care what year it is. Billing system is effected, and is being debugged. (Joe)
What time frame are we talking about? Stocking food for a year or a one or two month period? (Suzanne W.)
The mentality of the population may have a greater affect than the Y2K issue itself. (Barry S.)
North-east ice storm as example of an "emergency". The first few days were horrific. Regardless of Y2K, how do we create a scenario that works for a generic emergency. (Hope)
Communications: Administrators must be able to talk to each other. (Bill D.).
Disagrees with Joe - believes that the labyrinth of the power grid can be affected, based upon information garnered from Web sites. (Paul G.)
What is the need for the city water supply - ie. tools that are manufactured by outside organizations - distribution problem. Asks Paul G. for Web sites that he has investigated, re: utility problems. (David C.)
According to Gary North there is not one compliant utility company or bank, and banks going down will affect everything . Definition of Compliant: inventoried, remedied, and tested, (Gene K.)
This concern should be used to re-examine the entire structure of our technology/industry based society. (David C.)Several separate plans need to be dealt with to deal with the divergent viewpoints being expressed. (Joe)
Year 2000 will also be when the 11 year solar storm cycle returns, which will have a strong effect on the earth's electrical systems. We need to learn to love each other. (Maureen)
There is going to be a massive meteor shower this November and next November. (Gene K.)
The 11 year solar cycle has been studied for a large number of years. (Doc K.)
People dependent on money from the state may stop getting their checks next April. (Khafia)
According to Marty Luster, NYS is not prepared for anything. (Gene K.)
Formation of "buzz" groups:
(boldface indicates the point person for each group)
One person from each group should be responsible for writing down ideas that can be replicated for other communities.
We need grant writers (Hope): Bill C. will ask Kathleen Damiani. Other potential grant writers should call Bill C.
Future meetings list (see agenda): primarily to urge people within the system to move on with this issue. (Hope) TABLED UNTIL NEXT MEETING
FEMA supplies nothing except a game plan, which makes use of local organizations such as the Red Cross. (Hope)
Many officials, when contacted about the problem, are saying, "I'm not a techie - why are you asking me about this?" (G. Katz)
Next step: amass a huge amount of money and buy food, water, medicine, etc. now. If that doesn't work, the group of us should set up a community in the woods soon. (Bill D.)
We need an education of the population at large, and a direction for starting in motion a public education system over the next few months. We also need to provide an education for basic functions that individuals and families can use to help with possible problems. (Hope)
If we create a crisis mentality in the population, we may be doing more of a disservice than a service. (Steve)
The governments are not going to be spending money to stockpile anything, especially based on an uncertain possibility. This meeting is designed for us to help the community to compare for possible eventualities. (Joe)
We need to say positive, motivating things to people, ie: "Here's what we need to do know to take care of the problem, and here's how to go about doing it." (Steve)
There is a problem, and we should not go out and tell people that there isn't. (Gene K.)

Anti-cybernetic terrorism act was recently signed by Bill Clinton, which may apply to the Y2K problem. (Gene K.)

During a series of meetings with financial experts, when asked about Y2K problem most said, "People are taking care of it." Some where unsure about the implications for the Stock Market and runs on the bank. (Bill D.)
Lots of information is available on the Info-Track computers at the library. (Maureen)
"Boys with toys will push "the button" regardless of the potential catastrophic outcomes. (Bill C.)
