TRIMFILE is a handy command line utility with lots of switches for handling these and other character-level file conversions with precision. Just type TRIMFILE to see a screen showing all of the switches. Comes with documentation describing all of the options.

Designed as a command line utility. Should work fine in virtually any DOS box.
