SUBJECT:     PUBLIC COMPLAINTS

The Board encourages interested individuals to take an active interest in their schools' educational program and school environment by attending board meetings, arranging with the appropriate administrator/supervisor to visit the schools, and by meeting with teachers. Complaints by citizens regarding any facet of the school operation often can be handled more satisfactorily by the administrative officer in charge of the unit closest to the source of the complaint. In most instances, therefore, complaints will be made to the administrator/supervisor, if the matter cannot be resolved by the teacher, coach, or other school employee.

If the complaint and related concerns are not resolved at this level to the satisfaction of the complainant, the complaint may be carried to the Superintendent.  Unresolved complaints at the building level must be reported to the Superintendent by the Building Principal. The Superintendent may require the statement of the complainant in writing.

If the complaint and related concerns are not resolved at the superintendent level to the satisfaction of the complainant, the complaint may be carried to the Board of Education. Unresolved complaints at the superintendent level must be reported to the Board of Education by the Superintendent. The Board of Education reserves the right to require prior written reports from appropriate parties.

The Board recognizes the right of individuals and groups to present complaints concerning school personnel, the curriculum, instructional materials or practices, or school services and school facilities. Such concerns will be addressed in the following manner:

a)      Each regular meeting of the Board includes an opportunity for members of the community and faculty and staff to address the Board with questions and concerns of a general nature. However, complaints regarding school personnel can not and will not be heard in open session of a board meeting. Such complaints must be brought to the Superintendent.

b)      Special complaints received by the Board during a board meeting, or received by individual members of the Board shall be immediately referred to the Superintendent.
